Maryland (HQL) Course ( Wear and Carry Renewal )

This is a Maryland State Police - approved firearms safety training class that satisfies the training requirements to apply for the Handgun Qualification License (HQL). This class is for NON-EXEMPT residents of Maryland who wish to apply for the Handgun Qualification License (HQL) in order to purchase a handgun. Exemption details can be found on the Maryland State Police Website.

Create or log into your existing Maryland Department of State Police (eMDSP) account.

1. Under the menu on the left side of the screen, select “Initial Application” and carefully select the appropriate license type:

   • HQL Standard - Applicant has no exemptions and is required to have taken the 4 hour firearms safety training class.

   • HQL Training Exempt - Applicant meets an exemption from the training requirements.

   • HQL Permit Exempt - Applicant has been issued and possesses a valid Maryland Wear and Carry (handgun) permit. (Livescan fingerprint submission is not required)

2. Upload a copy of your LiveScan fingerprint receipt (unless exempt).

3. Upload your firearms safety training course certificate (if required).

4. Complete all application requirements.

5. Pay the application fee and submit your application.
